Take a look over at www.opensourcecms.com. They’ve got a whole bunch of content management systems installed so that any Tom, Dick or Harry* can play at being the administrator for a couple of hours, find the most suitable system, then download the code to use for himself*.
*Or: Tabitha, Deidre or Henrietta / herself.
